Minutes of the Pittsgrove Environmental Commission

Meeting of June 28, 2004

 

 1.  Herb Wegner called the meeting to order

 

 2   In accordance with the Open Public Meeting Act, tonight’s meeting was announced in the June 18th edition of The Daily Journal and Today’s Sunbeam

 

 3.  Members signed in

 

 4.  Bob Morse made a motion to approve the minutes of the May 24, 2004 meeting; Ed Hallanan seconded the motion; all were in favor. 

 

 5.  Three contracts have been issued: Amy Greene and Associates ($8,000) will be developing the ERI, the Morris Land Conservancy ($15,000) will be helping to create our Open Space Plan, and Go Native ($9,000) offers their consultant Dennis Miranda. 

 

 6.  A Geographic Information System Disc has been provided by the Engineers office of Salem County and copies were forwarded to our three contractors.

 

7. Morris Land Conservancy has requested additional documentation from the Township to help develop our Open Space Plan.  We must gather the information and give it to them before our next meeting because a consultant will be at our July meeting to discuss the documentation and the development of Pittsgrove’s Open Space Plan.  The public will also be asked for input during the development of Pittsgrove’s OSP.

 

8. Patti Burns from the Association of New Jersey Environmental Commissions (ANJEC) discussed Bill S1368/A3008- fast tracking of development.  The Rutgers University Law Center is challenging the legislation citing the lack of public debate.  She also urged us to be sure to include a section on Brownfields and redevelopment of them in our Open Space Plan.  Also, the Pittsgrove EC can volunteer to host an ANJEC meeting in the future if we want.      

 

9. Mayor Voros announced that the Township has been awarded a grant (approximately $100,000) for an inventory to be conducted at the site of the Garrison Pit.  The company that will work with the Township is Excel Environmental. 

 

10.Members viewed video: “Save Our Lands, Save Our Towns”.

 

11.There are currently no new developments or major subdivisions being reviewed by the Planning Board

 

12.Member Comments:

·      Bob Morse discussed Farmland Preservation, Open Space, and Town Center Revitalization.  He also made a motion to begin our meetings by saluting the American flag.  Debby Fox seconded the motion.  Members agreed.

·      Mayor Pete Voros discussed inviting Senator Sweeney to a future meeting.  Members decided that the August meeting would be a good time for the Senator to come.

·      Debby Fox reported that the Shade Tree Commission is getting ready to draft an ordinance about Shade Tree loss.  They will be looking to other regulatory bodies, including the EC, to discuss the level of aggressiveness of the ordinance.

 

13. Christine Seeney, Herb Wegner, Kevin Garrison, and Debby Fox divided the responsibilities of gathering the materials listed on the checklist from the Morris Land Conservancy.

15.   Debby Fox made a motion to adjourn the meeting.  Christine Seeney 

      seconded the motion.  All were in favor.
