Pittsgrove Township Environmental Commission
Minutes for Meeting of November 27, 2006

 

1. Commissioner Herb Wegner called meeting to order at 7:35 pm.

2. Members gave pledge to the flag.

3. Read Open Public Meetings Act compliance statement.

      “Adequate notice pursuant to the Open Public Meetings Act has been given of this meeting by:    a. Forwarding notice thereof to Today’s Sunbeam and the Daily Journal, both of which were printed in the January 10, 2006 edition of the papers, b. Posting notice thereof on the community events bulletin board at the Pittsgrove Township Municipal Building, and c. Filing notice thereof in the Office of the Municipal Clerk for Pittsgrove Township. (All of the above was done at least 48 hours in advance)”

4. Members in attendance: Herb Wegner, Tom Figlio, Trish Jankauskas, Meghan Hack.  Also in attendance: Township Committee member Kirk Craver.

5. Tom Figlio made a motion to approve the minutes of the October 23, 2006 meeting.  Trish Jankauskas seconded the motion.  All approved.

6. Unfinished Business

             a. Redevelopment – The EC has not received any further updates at this time.

   b. Ordinances - 1. Wellhead Protection (there are currently three: Norma, Rt40, Crow Pond/Porchtown); 2. Threatened and Endangered Species

              c. EIS Comments by Planning Board: Bob is reviewing at this time

   d. Conservation Design – 2nd meeting held November 13th, 3rd meeting is set to be January 29th.  Herb needs to write a letter for the newspaper asking for             public input.

   e. Subdivision applications – Briar Hill concept hearing held.  The current plan would develop approximately 40 of the 120 acres; phase 2 would be 2 commercial properties.

  f. Farmland PIG Status

1. Schroeder (Porchtown/Alvine- about 80 acres) – Awaiting survey; Closing Feb - Mar

2. Tamagni (Willowgrove Road- about 112 acres) – Agreement signed – survey next

3. Kibort (Holdcraft Rd) – Herb needs to call.

             g. Green Acres and other Open Space

                        1. Renwick (Lawrence Corner) – Reappraisal to be done.

                        2. Briar Hill – Appraisal was done.  Herb needs to call.

                        3. Running Deer – New reappraisal in process.  Meeting will be in mid December.       

           4. Danna Property – Green Acres is reappraising

              h. Tree Ordinance – at township committee.  Debby Turner-Fox is getting this  moving.

7. Report on area meetings:

November 9th – Growing Greener at Rowan University.  Tom Figlio, Herb Wegner, and Meghan Hack attended.              

8.New Business:

            Buffer ordinance omission on single lots is currently an accepted practice

9. Upcoming events/meetings/training: Wednesday, November 29 – County Farmland Preservation Plan Presentation (WARE building);Thursday, November 30 – Habitat Protection Workshop- EIRC Sewell, NJ      

10. Issues before the Planning Board: discussions about Briar Hill, Canal’s Liquor Store,  discussion of flea market on Landis Avenue   

11. Communications: none at this time            

12. Member Comments: Meghan Hack has mentioned that she will start planning a spring project after the holidays

13. Public Comments: Kirk Craver stated that he’d be in contact with us throughout his term on the Township Committee.

14. Meghan Hack made a motion to adjourn the meeting.  Tom Figlio seconded the motion.  All approved.
