MEETING MINUTES
FEBRUARY 18, 2004

The regular meeting of the Planning Board of Pittsgrove Township was held on February 18, 2004 in the Municipal Building Courtroom. The meeting was called to order; compliance with the Open Meeting Act made and Flag Salute was lead by the Chairman Gregory Hickson.
Regular members present were: Gregory Hickson, Frank Pace, Mayor Peter Voros, Linda DuBois, Nicholas Mesiano, Donald Garrison, and Charles Hughes.
Alternate members present were: Kevin Foster and Christine Seeney.
Members absent were: Robert Ternay, Sheila Benson and Kenneth Shelton, Jr.
Planning Board Solicitor Gary Salber, Ed Belinski for Planning Board Engineer Mark Brunermer and Secretary Nancy Huster were also present.

Due to the absence of regular members, alternate members Kevin Foster and Christine Seeney were designated to vote.
DECEMBER 17, 2003
On a motion by Frank Pace and seconded by Nicholas Mesiano the minutes of the December 17, 2003 meeting were approved as submitted. All were in favor.
REORGANIZATION MEETING – JANUARY 6, 2004
On a motion by Donald Garrison and seconded by Charles Hughes the minutes of January 6, 2004 meeting were approved as submitted. All were in favor.
JANUARY 15, 2004
On a motion by Nicholas Mesiano and seconded by Frank Pace the minutes of the January 15, 2004 meeting were approved as submitted. All were in favor.
MINOR SUBDIVISION (LOT LINE ADJUSTMENT, NO NEW LOTS) – SAMUEL CRYSTAL – BLOCK 2004, LOT 33, CRYSTAL ROAD – CURRENT BALANCE IS $823.38
On a motion by Nicholas Mesiano and seconded by Frank Pace the escrow fee required for the application stated above was deemed to be sufficient and shall remain at $823.38. All were in favor.
APPLICATIONS
MINOR SUBDIVISION (LOT LINE ADJUSTMENT, NO NEW LOTS) – SAMUEL CRYSTAL – BLOCK 2004, LOT 33, CRYSTAL ROAD – COMPLETENESS DECISION
The applicant Samuel Crystal was present with no other representatives.
The board discussed the Planning Board Engineer’s completeness review letter dated February 18, 2004.
On a motion by Linda DuBois and seconded by Frank Pace the application was deemed complete and the Engineer will continue with the technical review. All were in favor.
INFORMAL REVIEW – JAMES & ROBERTA BOSCH – BLOCK 2004, LOT 36, CRYSTAL ROAD – 17 RESIDENTIAL LOTS PROPOSED
Mr. Bosch was present to discuss a proposed major subdivision plan.
Frank Pace stepped down from the board.
Some board members felt the proposed plan did not meet the Land Development code and the intensions of the cluster ordinance.
Herb Wegner stated that the number of houses should never exceed the original number allowed without the cluster regulations excluding wetlands and other unbuildable areas. The master plan states that houses should be built on “lesser land” meaning to preserve farmland.
NO BUSINESS
SHROPSHIRE/ASSOCIATES TRAFFIC CONSULTANT FOR PITTSGROVE PARTNERS “THE WOODS AT PITTSGROVE” PROPOSAL DATED 2/5/04
On a motion by Frank Pace and seconded by Nicholas Mesiano the proposal was accepted and the secretary will contact Shropshire Associates to proceed with the study. All were in favor.
FARMLAND PRESERVATION ELEMENT – AGRICULTURAL ADVISORY COMMITTEE, HERBERT WEGNER – Continued from 2/3/04
Herb Wegner was present to discuss the farmland preservation element to be added to the master plan and its benefits.
The board will review the proposed document and proceed with public notice for its adoption for the next regular planning board meeting to be held March 2, 2004.
Mayor Voros thanked Mr. Wegner for all the work and time he has spent on this important issue.
REDESIGNATION OF LANDIS AVENUE - JIM SHUSTER, ECONOMIC DEVELOPMENT COMMITTEE – MEMO FROM DEPUTY CLERK DATED 1/2/04

Mr. Schuster was present to discuss the Economic Development Committees work on the redesignation of Landis Avenue.
The benefit would be to revitalize the area to attract businesses and expand existing businesses. Funding and grant money would be available once the plan was in place.
PROPOSED ORDINANCE – SOIL PROTECTION

The board reviewed the proposed Soil Protection Ordinance. The chairman will contact the Planner Harry Dare regarding revisions and concerns.
ADOPT
A ROAD PROGRAM – ROAD ADOPTED 8/99 –LAST ROAD CLEANING WAS 4/6/03
PITTSGROVE PARTNERS DEVELOPMENT APPLICATION – “THE WOODS AT PITTSGROVE”
It was noted that the attorney for the applicant requested a meeting with the Board Professionals regarding the development plan.
On a motion by Nicholas Mesiano and seconded by Linda DuBois the board requested that the Planning Board Professionals not hold a private meeting for this application and that the board members are present during any meetings with the attorneys. All were in favor.
No Business
There being no further the meeting was adjourned on a motion by Pete Voros and seconded by Christine Seeney. All were in favor.
