PITTSGROVE TOWNSHIP PLANNING BOARD

OCTOBER 5, 2004

 

Meeting Time: 7:30 pm – 9:30 pm

 

The regular meeting of the Planning Board of Pittsgrove Township was held on October 5, 2004 in the Municipal Building Courtroom. The meeting was called to order; compliance with the Open Meeting Act made and Flag Salute was lead by the Chairman Gregory Hickson.

 

Regular members present were: Gregory Hickson, Linda DuBois, Robert Ternay, Donald Garrison and Sheila Benson.

 

         Alternate members present were: Christine Seeney

        

Members absent were: Mayor Peter Voros, Frank Pace, Nicholas Mesiano, Charles Hughes Kevin Foster, Kenneth Shelton, Jr. and Tanya Davis. 

 

Planning Board Solicitor Gary Salber, Planning Board Engineer Mark Brunermer and Secretary Nancy Huster were also present.

 

DESIGNATE ALTERNATES TO VOTE

 

         Due to the absence of regular members, alternate member Christine Seeney was designated to vote.

 

MINUTES

SEPTEMBER 15, 2004

 

         On a motion by Robert Ternay and seconded by Donald Garrison the minutes of the October 5, 2004 meeting were approved as submitted. All were in favor.

 

ESCROW FEE DETERMINATION

 

PROFERA HOMES, INC. – MINOR SUBDIVISION WITH VARIANCE REQUESTED FOR LACK OF AREA AND WIDTH – BLOCK 1701, LOT 8.01, ELMER-CENTERTON ROAD - $2,200.00 ESCROW REQUIRED

 

         On a motion by Linda DuBois and seconded by Robert Ternay the escrow required for the application stated above was deemed to be sufficient and shall remain at $2,200.00.  All were in favor.

 

APPLICATIONS

 

PROFERA HOMES, INC.COMPLETENESS DETERMINATION ONLY - MINOR SUBDIVISION WITH VARIANCE REQUESTED FOR LACK OF AREA AND WIDTH – BLOCK 1701, LOT 8.01, ELMER-CENTERTON ROAD

 

         The applicant Paul Profera was present along with his attorney, Robert Mintz.

 

         The board discussed the Planning Board Engineer’s review letter regarding completeness dated September 30, 2004.

 

         On a motion by Robert Ternay and seconded by Donald Garrison the application was deemed complete. A waiver was granted from providing NJDEP wetlands verification because the applicants engineer submitted a statement verifying there were no wetlands on the property.

 

Roll Call Vote: yes – Robert Ternay, Donald Garrison, Christine Seeney, Sheila Benson, Linda DuBois and Gregory Hickson.

 

MINOR SUBDIVISION – LETTER SUBMITTED BY APPLICANT REGARDING WETLANDS AND COMPLETENESS DETERMINATION  CLIFFORD PLUMBER – BLOCK 1503, LOTS 79, 80 & 81 – HUSTED STATION /CENTERTON ROAD

 

         The applicant Clifford Plumber was present along with his engineer, John Bickel.

 

         Mr. Plumber was present to request leniency from the Land Use Code of Pittsgrove Township, requiring NJDEP Letter of Interpretation verify the location of freshwater wetlands and transition areas.

 

         It was Mr. Bickel’s request for the board to waive the NJDEP requirement as noted on the checklist for subdivisions and accept the letter supplied to the board verifying only that there are wetlands on the property.

 

         On a motion by Linda DuBois and seconded by Christine Seeney the application was deemed incomplete requiring a letter of interpretation from NJDEP as listed on Schedule “A” General Requirements, Item #10.

 

Roll Call Vote: yes – Robert Ternay, Donald Garrison, Christine Seeney, Sheila Benson, Linda DuBois and Gregory Hickson.

STATE CROSS ACCEPTANCE PLAN

 

         On a motion by Robert Ternay and seconded by Christine Seeney the completed Cross-Acceptance Questionnaire (Planning Board’s input prepared by Township Planner, Harry Dare) is approved by the board to be forwarded to the Township Committee. All were in favor.

REDESIGNATION OF LANDIS AVENUE - JIM SHUSTER, ECONOMIC DEVELOPMENT COMMITTEE – Initial Discussion 2/3/04

 

         No Business.

 

PROPOSED ORDINANCE – SOIL PROTECTION DRAFT PREPARED BY HARRY DARE DISTRIBUTED 4/6/04 – Initial Discussion 2/3/04 – CONTINUED TO JULY 21, 2004 – Approved as revised 7/21/04 – To be forwarded to the Township Committee with recommendation to adopt.

         The Soil Protection Ordinance final draft was prepared by Township Planner, Harry Dare and revised by Solicitor Gary Salber as directed by the board and submitted with this agenda for the board members review.

 

         On a motion by Robert Ternay and seconded by Donald Garrison the Soil Protection Ordinance is accepted and it is the boards recommendation that the Township Committee adopt this ordinance.

OPEN SPACE

 

         Herb Wegner spoke to the board about the positive results and input from Township residents at the Open Space Meeting.

 

         Mr. Wegner commented on the survey conducted at the meeting noting that the number one concern of the residents in attendance was farmland preservation.

 

         He explained the meaning of “Ribbon Development” being “The construction of homes along road frontage.”

 

 ADOPT A ROAD PROGRAM – ROAD ADOPTED 8/99 –LAST ROAD CLEANING WAS 9/04 – next cleaning due 12/04 (four times a year)
