> PUBLIC NOTICE Ordinance Of The Township Of Pittsgrove, In The County Of Salem, State Of New Jersey An Ordinance Amending Ordinance Number 2004-10 To Provide For The Position Of Township Administrator In The Township of Pittsgrove BE IT HEREBY ORDAINED by the Township Committee of the Township of Pittsgrove, County of Salem, and State of New Jersey, that Ordinance Number 2004-10 entitled "An Ordinance to Provide for the Position of Township Administrator in the Township of Pittsgrove" shall be amended to read as follows: 1. The position of Township Administrator is hereby created and established in the Township pursuant to the provisions of this section and the provisions of N.J.S.A. 40A:9-136 et seq. 2. The Township Administrator shall be appointed by the Mayor with the advice and consent of the Township Committee. The term of the office shall be at the pleasure of the Township Committee. 3. The Township Administrator shall receive such compensation as shall be fixed by the Salary and Compensation Ordinance of the Township. 4. The Township Administrator shall receive two weeks paid vacation the first through fifth years of employment; three weeks vacation after five full years of employment; and four weeks vacation after fifteen full years of employment. 5. The Township Administrator may be removed by a 2/3 vote of the Township Committee. The resolution of removal shall become effective pursuant to State law. 6. The Township Administrator shall be chosen by the Township Committee on the basis of his/her executive, administrative and technical qualifications, with special reference and consideration to education, training and experience in local government. 7. The Township Administrator need not be a resident of the Township. 8. The Township Administrator shall be the chief administrative officer of the Township and shall be responsible to the Township Committee for the proper and efficient administration of the business affairs of the Township and shall have such powers and shall perform such duties other than those required by law to be exercised by the Township Committee or by another officer, board, body, or department of the Township. 9. The Township Administrator shall supervise and direct the administration of all departments, officers, employees or agents of the Township, and shall issue any regulations or directives necessary to that end unless otherwise provided by law. 10. The Township Administrator shall serve as the personnel officer of the Township and shall be responsible for the conduct of interviews with all prospective applicants for either employment or promotion and shall make recommendations to be acted upon by the Township Committee with regard to appointments and promotions. The Township Administrator shall exercise all appropriate authority of the Township when dealing with personnel matters, including disciplinary actions with reference to Township employees. 11. The Township Administrator shall be the purchasing agent of the Township with authority to purchase as contracting agent for the Township of Pittsgrove in accordance with the provisions of Local Public Contracts Law, N.J.S.A. 40A:11-1 et seq., all materials, services, supplies and equipment required to be purchased on behalf of the Township and the various departments and other offices of the Township. The Township Administrator shall possess or obtain the designations of Qualified Purchasing Agent (QPA) and Registered Public Purchasing Official (RPPO). 12. The Township Administrator shall oversee the preparation and execution of the budget and capital improvement program. 13. The Township Administrator shall, when required, attend Township Committee meetings, and shall have the right to take part in discussion, but no right to vote. 14. The Township Administrator shall study the governmental and administrative operations and needs of the Township government and as may be appropriate, prepare and recommend to the Township Committee any necessary and desirable plans or programs with respect thereto. 15. The Township Administrator shall keep the Township Committee fully advised of the current affairs of the Township. 16. The Township Administrator shall meet with members of the public and appropriate agencies in the performance of his duties. 17. The Township Administrator shall handle correspondence, complaints and media interaction. 18. The Township Administrator shall perform such other duties as may be specifically assigned by resolution or ordinance by the Township Committee. 19. The duties and responsibilities of the Township Administrator shall be such that they shall not infringe upon the duties and responsibilities as are assigned by law to other Township Officials. Validity: All ordinances or parts of ordinances which are inconsistent with the provisions of this ordinance are hereby repealed to the extent of such inconsistency. En
