> PUBLIC NOTICE TOWNSHIP OF PITTSGROVE NOTICE TO
BIDDERS 2006 ROAD MAINTENANCE PROGRAM Notice is hereby given that sealed bids
will be received by the Township of Pittsgrove for the bid of the following
project at 10:00 A.M. prevailing time on June 23, 2006, at the office of the
Township of Pittsgrove Municipal Building, 989 Centerton Road, Pittsgrove, New
Jersey 08318. Bids will be publicly opened and read aloud at 10:00 A.M.
prevailing time on said date. The base contract includes oil and stone
surfacing of approximately 72,629 square yards of roadway. The contract also provides
for two (2) alternative contracts, which include a total area of 17,867 square
yards of roadway and parking lot at the Township's Green Branch
Park. The roads are at
various locations in the Township
of Pittsgrove as listed
in the Bid Specifications. Base contract (A) has been
provided with this contract. If the alternate contracts (B&C) are
within the Township's budget, they will be awarded in
addition to the base contract. The contract(s) will be
awarded to only one (1) contractor. Bidders may examine and obtain
copies of the Drawings, Specifications and Contract
Documents from the office of the Consulting Engineer, Sickels
& Associates, Inc., Sherwood Mews, 833 Kings Highway, Woodbury,
New Jersey 08096
upon payment of $65.00. Checks should be made payable to Sickels
& Associates, Inc. If contract documents are to be mailed,
add ten dollars ($10.00) to the cost of the documents. NO REFUND SHALL BE MADE FOR RETURN OF THESE DOCUMENTS. Bids must be submitted on the proposal forms provided within the
documents in the manner designated therein. Bids must be enclosed in a sealed
envelope bearing the bidder's name and address labeled "2006 Road
Maintenance Program" and addressed to the Township
of Pittsgrove, Municipal Building,
989 Centerton Road, Pittsgrove, NJ 08318, Attention:
Constance S. Garton, Township Clerk. If forwarded by mail, the sealed envelopes
containing the bid must be enclosed in another
envelope addressed to the Township
of Pittsgrove. Bids must
be accompanied by a Certificate of Surety from an acceptable surety and a bid
security in the form of a certified check, cashier's check or bid bond payable
to the Township
of Pittsgrove in the amount of ten percent (10%) of the total bid amount
but not in excess of $20,000.00. All bidders are required to provide a copy of
the contractors and subcontractors business registration certificate(s) issued
by the Department of the Treasury in accordance with Section 1 of P.L. 2004,
c.57 (C.52:32-44). All Contractors and subcontractors must also comply with the
"Public Works Contractor Registration Act" (P.L. 2203, c.91). The
successful bidder must furnish a Performance Bond and Payment Bond, each in the
amount equal to one hundred percent (100%) of the contract price. Said bonds
must be in a form acceptable to the Township
of Pittsgrove and be issued by a
surety authorized to do business in the State of New Jersey. The successful bidder must
comply with Affirmative Action requirements pursuant to Public Law 1975 C. 127
(N.J.A.C. 17:27) as revised and amended to date, and must furnish an Initial
Project Manning Report (AA201) upon execution of the Agreement. Contractor is advised of the responsibility to file an annual
disclosure statement on political contributions with the New Jersey Election
Law Enforcement Commission pursuant to N.J.S.A. 19:44A-20.13 (P.L. 2005, c271,
s3) if the contractor receives contracts in excess of $50,000.00 from public
entities in a calendar year. It is the Contractor's responsibility to determine
if filing is necessary. Additional information on this requirement is available

The Contracts, if awarded, will be to the lowest responsible bidder whose bid
proposal conforms to the requirements set forth in the Contract Documents. The Township of Pittsgrove will award the Contract or
reject the bids within sixty (60) municipal days after
the date of the bid opening. Should there be any reason the contract cannot be awarded within the specified period, the time may
be extended by mutual agreement between the Township of Pittsgrove
and the bidder. The Township of Pittsgrove reserves the right to reject any and all bids in whole or in part, and to waive any
informalities or minor defects therein, should it be deemed in the best
interest of the Township
