MINUTES
JUNE 12, 2006
The Recreation Advisory Committee held
it’s regularly scheduled meeting in the Pittsgrove Municipal
Building on June12, 2006.
Members present were Bruce
Ricards, Audrey Mavroff
and Walt Wenner.
Alternate members present were Ralph Padilla,
Sam Amico and Edson
Creamer. Sub committee members in attendance were Linda
DuBois and Jeff Ridgway.
Kate Harrison, Sue Voros and Kathy Shelton
contacted secretary prior to meeting to advise they would not be able to
attend.
CALL MEETING TO ORDER
Bruce Ricards called the meeting to order at 8:07pm.with salute
to the flag and the reading of the Sunshine Law.
DESIGNATION OF ALTERNATES
Ralph Padilla and Sam Amico were
designated to perform the duties of regular members.
APPROVAL OF MINUTES FROM THE MAY 1, 2006 MEETING
On a motion made by Audrey Mavroff and seconded by Sam Amico, the aforementioned minutes were approved as
submitted.

NEW BUSINESS:
DATE CHANGE FOR JULY MEETING
On a motion by Walt Wenner and seconded by Ralph Padilla, July meeting will be held on Monday,
July 10th due to floating holiday for Pittsgrove Township on Monday,
July 3rd.

OLD BUSINESS:
PITTSGROVE DAY
Linda Dubois reported on the huge success of
Pittsgrove Day 2006. She is working on
getting thank you notes out to donors and people who helped with the
event. Members of the Recreation
Committee thanked Linda for a great job and they let her know what a great
event it turned out to be. Linda addressed a few minor things that need to be
worked on for next year such as clearly stating on applications requirements
for raffle licenses. Members also suggested the information booth be more
clearly marked. Members estimate approximately 6,000 people
attended the event. Linda thanked the
members who helped with the event by assisting with various activities
throughout the day. The Victory Assembly of God Church did a wonderful job assisting
with keeping the restrooms clean and the trash at the park under control. The Parvin State Park Appreciation Committee
did a wonderful job with the rides. Ralph Padilla
commented how nice it was to see the members of the community all working together
to make the day such a success. On
motions by Walt Wenner
and seconded by Sam Amico, Linda
DuBois was nominated to be the Chair person for Pittsgrove
Day 2007 and the date of May 19th, 2007 with a rain date of May 20th
was chosen for the event.

BUDGET
A copy of the approved budget was provided for the
members to review. The money requested
by the committee for the concession stand was not approved. Bruce Ricards,
Linda DuBois and Jeff Ridgway
reported on the meeting they attended with Dave Hayman
from the PSC regarding this issue. The
committee was informed the township is working on obtaining funds (possibly
from the Public Works Department) to help offset the cost of items the Salem
County Department of Health is requesting for the concession stand. PSC has $2,000.00 to allocate to the concession
stand but Jeff Ridgway reported after discussing the mater it was decided the
money should go to help with necessary irrigation system. Jeff assured the committee that the concession
stand will be brought into compliance. Members discussed various ways to raise
money for such projects. Ideas included
a recreation fee added to each new home built in the township. Something like this needs to be done by
ordinance. Jeff Ridgway will check with
the Township Committee to see what money might be available to help with the
concession stand items.
On a motion by Ralph
Padilla and seconded by Audrey Mavroff, request to proceed with
obtaining a plaque to be placed on the lights at Green Branch Park soccer field
acknowledging they were donated by the PSC.

NEWSLETTER ARTICLE
Secretary provided members with newsletter articles
that were submitted on behalf of the Recreation Advisory Committee for the
upcoming newsletter.
GROUP
INSURANCE
Jeff
Ridgway informed members he has submitted requested figures to the insurance
carrier and is waiting to hear back from them.
PARK REQUESTS
Secretary
passed around the PSC schedule that Edson Creamer had
organized for the committee. The
secretary and members thanked Edson for all of his
hard work in getting that organized and making easier to understand.
ANIMAL ORDINANCE
Township
Committee is still waiting to hear from the Township Solicitor on this matter. Bigger
signs have been erected at the park.
Members all agreed the signs are not doing any good unless there is
enforcement. Walt
Wenner feels if some sort of
enforcement is not going to happen the members should stop discussing the
issue. Ralph Padilla said some sort
of ordinance must be in place for liability reasons. Bruce Ricards
suggested hiring a senior citizen and give them authority to enforce the
ordinance. They could write tickets and
collect fines. Audrey
Mavroff suggested they could sit at
the entrance to the park and enforce the ordinance as people enter the
park. Ralph
Padilla informed the committee that the person needs to be
empowered to write the tickets and enforce the ordinance.. The person will also need to be available to
go to court if necessary. Linda DuBois feels the small amount necessary to pay
a person for this would be covered by the fees collected and savings resulting
from possible legal action if someone was bitten by an animal at the park. Jeff Ridgway and Lind DuBois will bring
matter up at the next Township Committee meeting and report back next month.
ADJOURNMENT
There
being no further business on a motion by Audrey Mavroff and seconded by Walt Wenner, the meeting
was adjourned at 9:10pm.
