Alternate members present were Kathy Shelton, Edison Creamer, Ralph Padilla and Sam Amico. Sub committee members in attendance were Jeff Ridgway and Linda DuBois. Elaine Creamer was in the audience. CALL MEETING TO ORDER Bruce Ricards called the meeting to order at 8:00pm.with salute to the flag and the reading of the Sunshine Law. APPROVAL OF MINUTES FROM THE OCTOBER 3, 2005 MEETING On a motion made by Audrey Mavroff and seconded by Kate Harrison, the aforementioned minutes were approved as submitted. VOTE: ALL IN FAVOR OLD BUSINESS: UPDATE ON GREEN BRANCH PARK AND SENIOR CENTER Jeff Ridgway reported a grant has been obtained and will be used to extend the paved walking track at Green Branch Park to 1.6 miles. Jeff Ridgway also let the committee know that another $400,000.00 grant has been secured for the senior center to bring the mechanical and heating systems up to date. The township is planning a grand opening soon. The building should be able to accommodate up to 350 people. The Township Committee is going to appoint a senior citizen advisory committee to oversee the activities as the facility. Shade Tree has donated bushes and shrubs for the facility. The dead tree branches at Green Branch Park have been removed. UPDATE ON PSC/DEAN PARK USAGE Jeff Ridgway reported that he along with the Mayor, Township Administrator and the Deans met with a representative from Green Acres. The outcome was that anyone can use the facilities as long as area is not specifically scheduled by another group and if not they are to be used on a first come, first serve basis. The Township Solicitor is checking on liability issues with regard to equipment. Linda DuBois suggested that it might be an idea to work on an ordinance to address these issued. Ralph Padilla questioned if an ordinance would supersede a Green Acres rule. Committee members decided to re visit the issue next month when the soccer season is over. Kathy Shelton arrives @ 8:15pm. DOG ORDINANCE Secretary reported an article was submitted to the township newsletter reminding residents about no animal ordinance. On a motion by Kate Harrison and seconded by Audrey Mavroff, approval was given to obtain a large NO ANIMALS sign (possibly with fine indicated on the sign for violation). VOTE: ALL IN FAVOR NEW BUSINESS: BUDGET On a motion by Walt Wenner and seconded by Fiore Copare, approval was given to send wrestling the other $200.00 that was requested in the 2005 budget, give basketball $550.00 of the benevolent grant still available from the 2005 budget and set remainder of $631.00 recreation budget into a capital line item to be set aside for future Recreation Committee use. VOTE: ALL IN FAVOR Kate Harrison informed the committee that basketball has decided not to pursue the billing issues with the school regarding basketball and wrestling both being charged when using the facility at the same time. Committee members questioned Fiore Copare, President, School Board, why sports groups are being charged to use the facilities when the custodians are already there. He will look into the matter and get back to the committee. Walt Wenner suggested the township look into group insurance for the various athletic groups. Ralph Padilla questioned if a non profit group can be underwritten by insurance without giving up control. The secretary will pass request onto Dave Mulford, Township Administrator to get his input. Requests for the 2006 Recreation Budget were determined and the secretary will pass the necessary paperwork to Donna Jacobs, CFO for her preparation for budget meetings. PARK REQUESTS On a motion by Kate Harrison and seconded by Fiore Copare, request to use Green Branch Park football fields by Pittsgrove Midget Football from April through June, 2006 for a flag football league was approved. VOTE: ALL IN FAVOR On a motion by Kate Harrison and seconded by Walt Wenner, request to use Green Branch Park by the Pittsgrove Soccer Club and the GC Generals/DFL were tabled until further information and detailed schedules were received in order to alleviate conflicts. VOTE: ALL IN FAVOR GREEN BRANCH PARK SOCCER FIELD PSC is requesting permission to provide lawn care at their own expense for some of the soccer playing fields. Bruce Ricards said that something more drastic needs to be done either by the township or a private contractor. Jeff Ridgway suggested PSC obtain some quotes for the services.
