PITTSGROVE TOWNSHIP COMMITTEE

REGULAR MEETING

APRIL 26, 2005

 

 

         The Pittsgrove Township Committee met in the Meeting Room on April 26, 2005, Mayor Peter I. Voros presided. Committee members present were Jeffrey T. Ridgway, Sr., Linda A. DuBois, Maxine C. Hargus and Kenneth P. Martin.

 

CALL MEETING TO ORDER/FLAG SALUTE/ROLL CALL

 

         Mayor Voros opened the meeting with a salute to the flag and reading of the Open Public Meetings Act.

 

APPROVAL OF MINUTES OF PREVIOUS MEETING

 

         On a motion by DuBois and seconded by Ridgway, the minutes of the April 12, 2005 Regular Meeting were approved as submitted.

STANDING COMMITTEE REPORTS

 

         ADMINISTRATION & PERSONNEL (Hargus/Voros)

 

         On a motion by Ridgway and seconded by DuBois, RESOLUTION NO. 2005-86 AUTHORIZING THE REFUND OF PROPERTY TAXES was approved as read.

         On a motion by Ridgway and seconded by Martin, RESOLUTION NO. 2005-87 AUTHORIZING THAT AN APPLICATION BE MADE TO THE NEW JERSEY DEPARTMENT OF COMMUNITY AFFAIRS FOR THE REMOVAL OF ARCHITECTURAL BARRIERS AND OTHER GENERAL IMPROVEMENTS AT THE PITTSGROVE TOWNSHIP SENIOR CENTER was approved as read.

Vote:  All in favor

         On a motion by DuBois and seconded by Ridgway, RESOLUTION NO. 2005-88 APPOINTING SPECIAL COUNSEL TO ASSIST THE PITTSGROVE TOWNSHIP SOLICITOR WITH RESPECT TO THE AFFORDABLE HOUSING OBLIGATIONS OF THE TOWNSHIP OF PITTSGROVE was approved as read.

         COMMUNITY AFFAIRS & PUBLIC RELATIONS (Martin/Hargus)

 

No business.

 

         ECONOMIC DEVELOPMENT (Martin/Hargus)

 

         On a motion by Hargus and seconded by Martin, two members of the Economic Development Committee were authorized to attend the Brownsfield Conference.

Vote:  All in favor

 

         Committeewoman Hargus reported that about fifty people attended the Planning Board Meeting on April 20, 2005 for the Public Hearing regarding the Redevelopment of Landis Avenue.

 

         EMERGENCY MANAGEMENT, FIRE & LIGHTING (DuBois/Ridgway)

 

         Committeewoman DuBois advised that DayTop is formalizing an emergency plan for its facility and that she will be participating in a National Graded Drill for the Salem County Red Cross that is scheduled for Saturday, April 30, 2005.

 

         FINANCE (Martin/Voros)

 

No business.

 

         INTERLOCAL & SHARED SERVICES (DuBois)

 

         Committeewoman DuBois advised that a new staff is being hired in connection with the Salem County Specialized Transportation Program administered by Pittsgrove.

 

         ORDINANCE REVIEW & LEGISLATIVE (Hargus/Ridgway) 

 

No business.

 

         RECREATION & OPEN SPACE (Ridgway/DuBois)

 

         On a motion by Ridgway and seconded by DuBois, the request from the Fairfield Primary School Kindergarten Class to use the pavilion and restroom at Green Branch Park on May 6, 2005 from 11:00 a.m. to 2:00 p.m. and the request from Sarena Darick to use the refreshment stand, restrooms and pavilion at Green Branch Park for a 50th Birthday Party on May 15, 2005 from 1:00 p.m. to 5:00 p.m. were approved.

         On a motion by DuBois and seconded by Hargus, RESOLUTION NO. 2005-89 REQUESTING DEDICATION BY RIDER PURSUANT TO NJSA 40A:4-39 DONATIONS – PITTSGROVE DAY CELEBRATION was approved as read.

Vote:  All in favor

 

         Committeewoman DuBois informed other Township Committee members that they would be riding in Pittsgrove Day Parade this year, not walking.

 

         ROADS & TOWNSHIP FACILITIES MAINTENANCE (Ridgway/Voros)

 

         On a motion by Ridgway and seconded by DuBois, the Road Opening Request from South Jersey Gas for 51 Primrose Drive was approved as recommended by the Township Engineer.

Vote:  All in favor

 

         The correspondence from Peter L. Amico of Deer Chase Development requesting that 25 mph residential speed limit signs to be posted was acknowledged.  The township will act on the request once roads within the development are accepted and dedicated. The condition of several site improvements remains to be addressed by the developer.

 

         On a motion by DuBois and seconded by Hargus, RESOLUTION NO. 2005-90 REQUESTING APPROVAL OF ITEMS OF REVENUE AND APPROPRATIONS NJSA 40A:4-87 - 2005 CLEAN COMMUNITIES GRANT PROGRAM was approved as read.

         SHADE TREE (Martin)

 

         Committeewoman Hargus announced that there will be a major tree planting for Arbor Day on Saturday, April 30, 2005 at 9:00 a.m. and all are welcome to participate.

 

MISCELLANEOUS BUSINESS

 

         On a motion by DuBois and seconded by Ridgway, RESOLUTION NO. 2005-91 AUTHORIZING THE APPOINTMENT OF MEMBERS TO THE ENVIRONMENTAL COMMISSION was approved as read.

Vote:  All in favor

 

         On a motion by Hargus and seconded by DuBois, the request from Aames Home Loan for John and Tammy Rommel was granted to subordinate the Small Cities Housing Rehabilitation Grant/Loan designating the township as second mortgagee due to refinancing.

Vote:  All in favor

 

CORRESPONDENCE

 

         There were no comments for the correspondence listed on the agenda.

 

AUDIENCE PARTICIPATION

 

         Kevin Garrison, Pittsgrove Township and member of the Environmental Commission, thanked the Township Committee for its prior action authorizing appointments to the commission and for its continued support.

 

         Marcelline Eachus, Pittsgrove Township, asked if there is a problem with postings to the website.  She advised that this agenda was not posted and that she has been unable to access minutes.  She suggested that the matter be looked in to.  Mrs. Eachus also asked if the correspondence listed regarding State Loan Program for Lake Dredging and Restoration Projects, etc. would be of interest to her as pertains to Palatine Lake.  Committeeman Ridgway provided her with his copy of the correspondence.

 

There being no further comments from the public, a motion was made by Hargus and seconded by DuBois to close the audience participation segment.
