APRIL 12, 2005
The Pittsgrove Township Committee met in the Meeting Room on April 12, 2005, Mayor Peter I. Voros presided. Committee members present were Jeffrey T. Ridgway, Sr., Linda A. DuBois, Maxine C. Hargus and Kenneth P. Martin.
CALL MEETING TO ORDER/FLAG SALUTE/ROLL CALL
Mayor Voros opened the meeting with a salute to the flag and reading of the Open Public Meetings Act.
APPROVAL OF MINUTES OF PREVIOUS MEETING
On a motion by DuBois and seconded by Ridgway, the minutes of the March 22, 2005 Regular Meeting and Executive Session were approved as submitted.

PUBLIC HEARINGS
A Public Hearing was held on the 2005 MUNICIPAL BUDGET. Donna M. Jacobs, Chief Financial Officer and Nick Petroni, Registered Municipal Accountant were present to respond to questions from the public. There being no comments from the public, said hearing was closed on a motion by Martin and seconded by DuBois.

On a motion by Ridgway and seconded by Hargus, RESOLUTION NO. 2005-73 RESOLUTION COMFIRMING COMPLIANCE WITH N.J.A.C. 5:3-7; CONDUCTING LOCAL EXAMINATION OF 2005 ANNUAL MUNICIPAL BUDGET was approved as read.

On a motion by Martin and seconded by Ridgway, RESOLUTION NO. 2005-74 2005 MUNICIPAL BUDGET was approved as read.

A Public Hearing was held on an ordinance entitled “AN ORDINANCE AMENDING 40-4.C OF THE CODE OF THE TOWNSHIP OF PITTSGROVE, NEW JERSEY ENTITLED ‘KENNELS, PET SHOPS AND SHELTERS’”. There being no comments from the public, said hearing was closed on a motion by Hargus and seconded by Ridgway.

On a motion by Ridgway and seconded by Hargus, the aforementioned ORDINANCE NO. 4-2005 was adopted on second reading for final passage.

A Public Hearing was held on an ordinance entitled “AN ORDINANCE ADDING CHAPTER 48A TO THE CODE OF THE TOWNSHIP OF PITTSGROVE, NEW JERSEY ENTITLED ‘GRAFFITI’”. There being no comments from the public, said hearing was closed on a motion by Ridgway and seconded by Hargus.

On a motion by Hargus and seconded by Martin, the aforementioned ORDINANCE NO. 5-2005 was adopted on second reading for final passage.

A Public Hearing was held on an ordinance entitled “AN ORDINANCE AMENDING CHAPTER A120 OF THE CODE OF THE TOWNSHIP OF PITTSGROVE, NEW JERSEY ENTITLED ‘FEES’”. There being no comments from the public, said hearing was closed on a motion by Hargus and seconded by Martin.

ADMINISTRATION & PERSONNEL (Hargus/Voros)
On a motion by Hargus and seconded by Martin, RESOLUTION NO. 2005-75 APPOINTING A CONSULTANT TO PROVIDE WORK WRITE-UP AND INSPECTION SERVICES FOR THE TOWNSHIP OF PITTSGROVE’S SMALL CITIES HOUSING REHABILITATION PROGRAM was approved as read.

On a motion by Hargus and seconded by Martin, RESOLUTION NO. 2005-76 APPOINTING A CONTRACTOR TO ASSIST IN COMPLIANCE WITH FEDERAL LEAD BASED PAINT REQUIREMENT IMPACTING THE TOWNSHIP OF PITTSGROVE’S SMALL CITIES PROGRAM was approved as read.

On a motion by Hargus and seconded by Martin, RESOLUTION NO. 2005-77 APPOINTING A CONSULTANT TO ASSIST IN THE PLANNING ADMINSITRATION AND IMPLEMENTATION OF THE TOWNSHIP OF PITTSGROVE’S SMALL CITIES HOUSING REHABILITATION PROGRAM was approved as read.

On a motion by Ridgway and seconded by Hargus, RESOLUTION NO. 2005-78 REFUND OF CONSTRUCTION PERMIT #04-397 was approved as read.

COMMUNITY AFFAIRS & PUBLIC RELATIONS (Dubois/Hargus)
Committeewoman Hargus, Vice President of the Pittsgrove Historical Society, reported that the reception they hosted honoring Pittsgrove’s longest residing residents was enjoyable. The reception was held at the Norma Fire House on April 10, 2005 from 2:00 p.m. - 4:00 p.m. and over thirty (30) individuals attended. She remarked that interesting stories and photographs were shared. The oldest in attendance was ninety-one (91) trailed by two ninety (90) year olds. The reception was truly fascinating and there was a request to do it again.
ECONOMIC DEVELOPMENT (Martin/Hargus)
Committeewoman Hargus reminded everyone about the Planning Board Meeting to be held on April 20, 2005 at 7:30 p.m. at the Schalick High School at which time a Public Hearing will be held regarding the Redevelopment of Landis Avenue. She advised that at the last meeting the Economic Development Committee talked about tax abatement and that Mr. Giovanozzi from The Bank will attend their next meeting to discuss small business financing.
EMERGENCY MANGEMENT, FIRE & LIGHTING (DuBois/Ridgway)
On a motion by DuBois and seconded by Ridgway, RESOLUTION NO. 2005-79 APPOINTING RICHARD YACOVELLI TO THE POSITION OF BUREAU OF FIRE INSPECTOR was approved as read.

Committeewoman DuBois reported that she and Public Works Manager, Harry Snyder, were out during the recent rains to monitor the levels of our waterways. They visited a resident on the Maurice River Parkway that experiences flooding. Better communication is occurring amongst those responsible to lower lake levels when needed. Last Thursday a TOPOFF Drill was conducted by the Salem/Cumberland County Health Departments. The purpose of the drill was to provide a neutralizing pill to 500 people within a short time period. She participated in a number of capacities.
FINANCE (Martin/Voros)
On a motion by Hargus and seconded by Martin, RESOLUTION NO. 2005-80 PAYMENT OF BILLS was approved as read.

Committeewoman DuBois commented that more drivers are needed.

RECREATION & OPEN SPACE (Ridgway/DuBois)
On a motion by Ridgway and seconded by DuBois, the resignation of Michael Newton as member of the Recreation Advisory Committee was accepted with regret. Committeeman Ridgway suggested, as a matter of protocol, that when a vacancy is filled on this committee the alternate members are moved up and the new individual is appointed as an alternate member.

On a motion by Ridgway and seconded by DuBois, Pittsgrove Day Expenditures of $6,400.00 to Amazing Amusements for rides and $6,000.00 to Bay Fireworks was approved as recommended by the Recreation Advisory Committee.

On a motion by Ridgway and seconded by DuBois, the request from Alisa Rosa to use Green Branch Park (Refreshment Stand/Restrooms and Pavilion) for a birthday party on April 30, 2005 from 12:00 p.m. to 5:00 p.m. and the request from Debi LaRock to use Green Branch Park (Refreshment Stand/Restrooms and Pavilion) for a birthday party on April 24, 2005 from 10:00 a.m. to 8:00 p.m. was approved as recommended by the Recreation Advisory Committee.

On a motion by Ridgway and seconded by DuBois, the request from Dawn Sheeks to use Deer Pen Park (Pavilion) for a birthday party on May 14, 2005 from 12:00 p.m. to dark and the request from Christina Ramson to use Deer Pen Park (Pavilion) for a birthday party on May 7, 2005 from 1:00 p.m. to 5:00 p.m. was approved as recommended by the Recreation Advisory Committee.

Committeeman Ridgway requested that Public Works personnel be commended for a job well done at the parks. A lot of work is being done at Green Branch Park and it is going to be a beautiful site.
Committeewoman DuBois informed other members that she spoke to Nick Petroni, Registered Municipal Accountant, about a method in which to make donated funds for Pittsgrove Day readily available for spending in the current year. He suggested to her that this could be accomplished via “Dedication by Rider”. Mr. Petroni will contact the Township Solicitor about the matter so that appropriate action may be taken at the next meeting.
ROADS & TOWNSHIP FACILITIES MAINTENANCE (Ridgway/Voros)
On a motion by Ridgway and seconded by DuBois, the Road Opening Request submitted by South Jersey Gas for 24 Primrose Drive was approved as recommended by the Township Engineer.

On a motion by Ridgway and seconded by Martin, RESOLUTION NO. 2005-81 NEW JERSEY DEPARTMENT OF TRANSPORTATION – STATE AID PEDESTRIAN SIDEWALK EXPANSION OF SHEEP PEN ROAD & COUNTY ROUTE NO. 533 was approved as read.

On a motion by DuBois and seconded by Ridgway, RESOLUTION NO. 2005-82 NEW JERSEY DEPARTMENT OF TRANSPORTATION – STATE AID LOCAL BIKEWAY NETWORK – PHASE II was approved as read.

On a motion by Ridgway and seconded by Hargus, RESOLUTION NO. 2005-85 TONNAGE GRANT APPLICATION was approved as read.
On a motion by Ridgway and seconded by DuBois, the request from the Public Works Manager to hire temporary help for the season was approved. The Township Administrator is to proceed with the hiring process.

CORRESPONDENCE
The Mayor announced again that the Planning Board will hold a Public Hearing on Wednesday, April 20, 2005 at 7:30 p.m. at the Schalick High School regarding the Redevelopment of Landis Avenue.
MISCELLANEOUS BUSINESS
On a motion by Hargus and seconded by Ridgway, the Stormwater Pollution Prevention Plan was approved as submitted by the Township Engineer.

AUDIENCE PARTICIPATION
Herbert Wegner, Pittsgrove Township, wanted to know if the Stormwater Pollution Prevention Plan was the same as the Stormwater Management Plan. The Township Clerk responded that it was not and that the Stormwater Management Plan is forthcoming. He also said that Committeewoman Hargus deserves a lot of credit for planning the reception mentioned previously honoring the longest residing residents. It was an amazing event and a good time was had by all who attended. Mr. Wegner advised that four farmland parcels have been appraised for which preservation applications were submitted and they are currently being worked on by the state. Lastly, he proudly reported that the Morris Land Conservancy will present a plaque to the township recognizing Pittsgrove for having the only approved Open Space and Recreation Plan in Cape May County, Cumberland County and Salem County.
There being no further comments from the public, a motion was made by DuBois and seconded by Martin to close the audience participation segment.
