The Pittsgrove Township Committee met
in the Meeting Room on July 26, 2005, Mayor Peter I. Voros presided. Committee
members present were
Jeffrey T. Ridgway, Sr., Linda A. DuBois, Maxine C. Hargus and Kenneth P.
Martin.
CALL MEETING TO ORDER/FLAG SALUTE/ROLL CALL
Mayor Voros opened the meeting with a salute to the flag and reading of the Open Public Meetings Act.
APPROVAL OF MINUTES OF PREVIOUS MEETING
On a motion by DuBois and seconded by Ridgway, the minutes of the June 28, 2005 Regular Meeting were approved as submitted.

On a motion by DuBois and seconded by Hargus, RESOLUTION NO. 2005-115 AUTHORIZING RENEWAL OF 2005-2006 ALCOHOLIC BEVERAGE LICENSE (Q & P ASSOCIATES, LLP) was approved as read.

On a motion by Ridgway and seconded by Hargus, Committeewoman DuBois was appointed a Class III Member of the Planning Board to replace Committeeman Martin who is not available to participate in this capacity.

On a motion by Ridgway and seconded by DuBois, RESOLUTION NO. 2005-116 AUTHORIZING THE RESCINDING OF REFUNDS OF PROPERTY TAXES was approved as read.

COMMUNITY AFFAIRS & PUBLIC RELATIONS - No business.
ECONOMIC DEVELOPMENT
Committeewoman Hargus reported that there was a discussion during the meeting about a Redevelopment Sub-committee being formed, but that no action will be taken until the fast track issue is settled. A Farmers Market is being considered for the future.

FINANCE
On a motion by Martin and seconded by Hargus, RESOLUTION NO. 2005-117 PAYMENT OF BILLS was approved as read.

On a motion by Hargus and seconded by Ridgway, RESOLUTION NO. 2005-118 GOVERNING BODY CERTIFICATION OF THE ANNUAL AUDIT (2004) was approved as read.

On a motion by Martin and seconded by Hargus, RESOLUTION NO. 2005-119 AUTHORITY TO OPEN DEPOSIT ACCOUNT (ESCROW - PERKINS) was approved as read.

On a motion by Ridgway and seconded by DuBois, RESOLUTION NO. 2005-120 REQUESTING APPROVAL OF ITEMS OF REVENUE AND APPROPRIATION NJSA 40A:4-87 (ADDITIONAL CLEAN COMMUNITIES FUNDS) was approved as read.

On a motion by Hargus and seconded by Martin, RESOLUTION NO. 2005-121 CANCELLING OLD OUTSTANDING CHECKS ISSUED FROM THE PITTGROVE TOWNSHIP CURRENT FUND CHECKING ACCOUNT AND PAYROLL TRUST CHECKING ACCOUNT TOTALING $367.02 was approved as read.

On a motion by Hargus and seconded by Martin, RESOLUTION NO. 2005-122 AUTHORIZING TAX ANTICIPATION NOTES was approved as read.

INTERLOCAL & SHARED SERVICES
Committeewoman DuBois announced that a new computer will be installed in the Salem County Specialized Transportation Program Office.
ORDINANCE REVIEW & LEGISLATIVE
On a motion by Hargus and seconded by Ridgway, the Township Solicitor was authorized to prepare the necessary ordinance(s) relative to the “ready items” contained in the Editorial Analysis - Pittsgrove Township Code as recommended by the Standing Committee.

On a motion by DuBois and seconded by Hargus, “An Ordinance Amending 60-82 of the Code of the Township of Pittsgrove, New Jersey entitled ‘Signs” was approved on first reading. The second reading and public hearing will be held on August 23, 2005 at 7:30 p.m. in the Municipal Building, 989 Centerton Road, Pittsgrove, New Jersey afterwhich the ordinance will be considered for final passage.

On a motion by DuBois and seconded by Ridgway, An Ordinance Repealing 60-61 of the Code of the Township of Pittsgrove, Entitled ‘Existing Lots” was approved on first reading. The second reading and public hearing will be held on August 23, 2005 at 7:30 p.m. in the Municipal Building, 989 Centerton Road, Pittsgrove, New Jersey afterwhich the ordinance will be considered for final passage.

RECREATION & OPEN SPACE
On a motion by Ridgway and seconded by Hargus, Committeewoman DuBois was designated the Chairperson for Pittsgrove Day 2006.

ROADS & TOWNSHIP FACILITIES MAINTENANCE
On a motion by Ridgway and seconded by Martin, RESOLUTION NO. 2005-123 AWARDING A CONTRACT FOR THE 2005 ROAD MAINTENANCE PROGRAM FOR THE TOWNSHIP OF PITTSROVE was approved as read.

On a motion by Hargus and seconded by Martin, RESOLUTION NO. 2005-124 ENDORSING THE TOWNSHIP OF PITTSGROVE’S 2005 APPLICATION FOR NEW JERSEY DEPARTMENT OF TRANSPORTATION ENHANCEMENT (TE) PROGRAM FUNDS was approved as read.

On a motion by Ridgway and seconded by DuBois, RESOLUTION NO. 2005-125 AWARDING A CONTRACT TO PROVIDE, DELIVER AND INSTALL ONE (1) COVER-ALL BUILDING MODEL LBS SERIES 42’ X 56’ FOR THE TOWNSHIP OF PITTSGROVE was approved as read.

On a motion by Ridgway and seconded by DuBois, the Township Committee acknowledged receipt of a letter from Howard Hayman, President, Rolling Meadows Home Owners Association requesting that Speed Limit and Caution Children at Play signs be erected in the development. The Township Committee agreed to proceed with the process to establish the appropriate speed limits within the development and the New Jersey Department of Transportation will be contacted.

On a motion by Ridgway and seconded by DuBois, the Road Opening Request submitted by South Jersey Gas for 38 Parkside Drive was approved as recommended by the Township Engineer.

Committeeman Ridgway recited the names of roads incorporated in the 2005 Road Maintenance Program.
SHADE TREE
Committeewoman Hargus advised that the Shade Tree Advisory Committee is working to propose a tree ordinance that deals with tree removal and preservation and is seeking input various sources, including the Planning Board and Environmental Commission.
CORRESPONDENCE
Mayor Voros advised that he received a complaint from Mr. Gamble regarding the sticky surface at the Waste Disposal Facility. It was recommended that sand/gravel be put down when the weather is hot to absorb the surface oil. The Township Clerk commented that the concern will be addressed by Public Works personnel at once.
AUDIENCE PARTICIPATION
Mr. Sibley, Pittsgrove Township, informed the Township Committee that speeding is a concern and occurs mostly during the late afternoon/evening timeframe in Rolling Meadows Estates. He also advised that drag racing occurs on Crow Pond Road in the vicinity of the development. The Township Clerk will contact the State Police to alert them about the concerns and request patrols of the area. In the meantime, the Township will proceed with the process to have speed limits established in the development.
There being no further comments from the public, a motion was made by Ridgway and seconded by DuBois to close the audience participation segment.

EXECUTIVE SESSION
On a motion by DuBois and seconded by Ridgway, RESOLUTION NO. 2005-126 RESOLUTION AUTHORIZING EXECUTIVE SESSION to discuss pending litigation, anticipated litigation, attorney/client privilege and contract negotiations was approved as read.
Vote: All in favor
Minutes of the Executive Session will be made available for public review with respect to matters involving litigation after said litigation has been resolved and all periods of appeal have expired and with respect to other matters within (90) days.
On a motion by Ridgway and seconded by Hargus, the meeting was reopened to the public.

There being no further business, the meeting was adjourned on a motion by Hargus and seconded by Martin.
