The Pittsgrove Township Committee met
in the Meeting Room on January 11, 2005, Mayor Peter I. Voros presided. Committee members present were
Jeffrey T. Ridgway, Sr., Linda A.
DuBois, Maxine C. Hargus and Kenneth P. Martin.
CALL MEETING TO ORDER / FLAG SALUTE/ ROLL CALL
Mayor Voros opened the meeting with a salute to the flag and reading of the Open Public Meetings Act.
APPROVAL OF MINUTES OF PREVIOUS MEETING
On a motion by DuBois and seconded by Ridgway, the minutes of the December 28, 2004 Regular Meeting were approved as submitted.

STANDING COMMITTEE REPORTS
ADMINISTRATION & PERSONNEL (Hargus/Voros)
On a motion by Hargus and seconded by Martin, RESOLUTION NO. 2005-21 APPOINTING A CONSULTANT TO ASSIST IN THE PLANNING, ADMINISTRATION AND IMPLEMENTATION OF THE TOWNSHIP OF PITTSGROVE’S SMALL CITIES PUBLIC FACILITIES PROGRAM was approved as read.

On a motion by Hargus and seconded by Ridgway, RESOLUTION NO. 2005-22 TO APPLY FOR A GRANT THROUGH THE NEW JERSEY DEPARTMENT OF THE TREASURY was approved as read.

Committeewoman Hargus commented that the Resolution - Appointing A Banking And Depository Services Provider was tabled. Committeewomen Hargus and DuBois are to meet with the Township Administrator regarding the matter. Douglas Carll of the First National Bank of Elmer stated that he may be contacted if they have any questions regarding his proposal.
COMMUNITY AFFAIRS & PUBLIC RELATIONS (DuBois/Hargus)
Committeewoman DuBois reminded all about the NJ State Police sponsored Town Hall Meeting scheduled for January 12, 2005 at the Cumberland Regional High School.
The Standing Committee will meet soon to discuss ideas for Appreciation 2004, thanking volunteers/employees for their service to the township.
Committeewoman Hargus announced that eight volunteers are working to insert newsletters into the 2005 Municipal Calendars which she anticipates will be mailed by Thursday, January 13, 2005.
ECONOMIC DEVELOPMENT (Martin/Hargus)
Committeewoman Hargus commented that the Economic Development Committee met last Thursday, January 6, 2005 for their Reorganization Meeting. Monthly meetings will continue to be held on the first Thursday of each month at 7:30 p.m. in the Municipal Building. 2005 goals are to pursue the Redevelopment of Landis Avenue; to research the possibility of a Farmer’s Market; and to review Fast Track legislation which may impact the Redevelopment Zone.
EMERGENCY MANAGEMENT, FIRE & LIGHTING (DuBois/Ridgway)
Committeewoman DuBois commented that there is an Emergency Management Meeting next Thursday, January 20, 2005. She made known that our entire team regularly attends monthly meetings at Salem County and is proud that we are so well represented. The Mayor agreed and commended everyone for a job well done.

INTERLOCAL & SHARED SERVICES
Committeewoman DuBois announced for those who may not be aware that the Pittsgrove Township Construction Office is also now the Construction Office for the Borough of Elmer.
ORDINANCE REVIEW & LEGISLATIVE (Hargus/Ridgway)
No business.
RECREATION & OPEN SPACE (Ridgway/Voros)
A memorandum from the Recreation Advisory Committee concerning the condition and maintenance of playing fields at Green Branch Park was discussed. Committeeman Ridgway will speak to the Public Works Manager regarding the request by the Pittsgrove Soccer Club to have a private company perform field maintenance and the matter conveyed by the Pittsgrove Football Club regarding field conditions.
On a motion by Hargus and seconded by Martin, Pittsgrove Day will be celebrated Saturday, May 21, 2005 (raindate - Sunday, May 22, 2005) as recommended by the Recreation Advisory Committee.

On a motion by DuBois and seconded by Ridgway, the Annual Easter Egg Hunt will be held Saturday, March 19, 2005 (raindate - Sunday, March 20, 2005) as recommended by the Recreation Advisory Committee.

ROADS & TOWNSHIP FACILITIES MAINTENANCE (Ridgway/Voros)
On a motion by Ridgway and seconded by Hargus, Joseph Lindmeier was again nominated for appointment to the Salem County Advisory Solid Waste Council for the year 2005.
Vote: All in favor
Mayor Voros announced that another low cost Mobile Cat Spaying Program will be offered on March 10, 2005 at the Municipal Garage.

CORRESPONDENCE
Committeewoman Hargus announced that there will be a Special Board of Education Meeting on January 13, 2005.
Committeewoman DuBois mentioned that Pittsgrove Township is scheduled to host the Salem County Association of Local Government Meeting in March and that the time, place and menu need to be selected.
Mayor Voros stated for the record that the average home assessment in Pittsgrove Township is $176,300.00 and the average tax amount is $4,248.83. The belief by those that Pittsgrove Township taxes are higher than other local municipalities is simply not true.
Committeewoman Hargus acknowledged the receipt of traffic counts for Garden Road and commented that the frequency and rates of speeding along this roadway is scary.
Mayor Voros acknowledged the receipt of the P.S.E.&G Notice regarding tree removal and trimming along Centerton Road and Langley Road.
AUDIENCE PARTICIPATION
Hebert Wegner, Chairman of the Environmental Commission and Agricultural Advisory Committee advised that he is still working on the timeline of items relative to the submission of an application for the Planning Incentive Grant. The final plan will be received from the consultant before the January 24, 2005 meeting of the Environmental Commission. He provided the name and telephone number of David Prinigle, NJ Environmental Federation regarding redevelopment areas and fast tracking. He also advised that a letter he submitted appeared in the Today’s Sunbeam on Farmland Preservation. Lastly, Mr. Wegner proudly reported that on December 29, 2004 the State settled on its land acquisition with Mr. Greenberg and the property adjacent to Parvin State Park was put into the program. This is a great victory, in that 83 homes will not be built.
There being no further comments from the public, a motion was made by DuBois and seconded by Ridgway to close the audience participation segment.
