PITTSGROVE TOWNSHIP COMMITTEE
REGULAR MEETING
MAY 24, 2005
The Pittsgrove Township Committee met in the Meeting Room on May 24, 2005, Mayor Peter I. Voros presided. Committee members present were Jeffrey T. Ridgway, Sr., Linda A. DuBois, Maxine C. Hargus and Kenneth P. Martin.
CALL MEETING TO ORDER/FLAG SALUTE/ROLL CALL
Mayor Voros opened the meeting with a salute to the flag and reading of the Open Public Meetings Act.
APPROVAL OF MINUTES OF PREVIOUS MEETING
On a motion by Ridgway and seconded by DuBois, the minutes of the May 10, 2005 Regular Meeting were approved as submitted.

DEPARTMENTAL REPORT
On a motion by Ridgway and seconded by Hargus, the following Departmental Report was accepted as submitted. (The report was inadvertently reflected on the agenda as the Construction Code Official but, should have been reflected as the Court Administrator.)

MISCELLANEOUS BUSINESS
Tricia Aspinwall, Morris Land Conservancy, a non-profit land trust, was present to commend the township on its very successful submission of an Open Space and Recreation Plan. The plan was recognized for its quality and as being the pioneer; the first municipality in all of Salem/Cape May/Cumberland Counties to receive a Green Acres Planning Incentive Grant. The plan was a huge accomplishment for the township and is very impressive. Ms. Aspinwall congratulated Mayor Voros, the Township Committee and Environmental Commission on this huge accomplishment. She then presented the plaque which read “In Recognition of Leadership in Open Space Preservation for completion by the Township of Pittsgrove in partnership with Morris Land Conservancy of the 2005 Open Space and Recreation Plan.” Herbert Wegner, Chairman of the Environmental Commission was also present and recognized other attending members Robert Morse, Kevin Garrison and Deborah Turner-Fox and thanked them for their assistance in completing the plan.
STANDING COMMITTEE REPORTS
ADMINISTRATION & PERSONNEL (Hargus/Voros)
On a motion by Hargus and seconded by DuBois, RESOLUTION NO. 2005-101 AUTHORIZING THE REFUND OF PROPERTY TAXES was approved as read.

COMMUNITY AFFAIRS & PUBLIC RELATIONS (DuBois/Hargus)
On a motion by DuBois and seconded by Ridgway, RESOLUTION NO. 2005-102 AUTHORIZING A FIREWORKS DISPLAY AT CENTERTON COUNTRY CLUB was approved as read.

ECONOMIC DEVELOPMENT (Martin/Hargus)
Committeewoman Hargus advised that the Planning Board met and moved to proceed with the Landis Avenue Redevelopment Plan. Mayor Voros commented that the Planning Board approved the area parameters. He commented that the process is going to take awhile and reiterated that public input will continue to be taken into consideration.
EMERGENCY MANAGEMENT, FIRE & LIGHTING (DuBois/Ridgway)
On a motion by DuBois and seconded by Ridgway, the application for Motorist Solicitation submitted by the Centerton Fire Company for the intersection of Route 540 and Centerton Road for May 28 - 30, 2005, July 2 - 4, 2005 and September 3 - 5, 2005 from 8:00 a.m. to 6:00 p.m. (only one day of each weekend will be used for the actual coin drop and the other days are reserved as rain dates) was approved on condition that their NJ Charitable Number is valid.

On a motion by DuBois and seconded by Ridgway, the Township Administrator is to send a letter to Nextel Communications regarding the recent power outage that caused a loss of communication for its users and request that provisions be made for a back-up power source.

On a motion by Hargus and seconded by Martin, RESOLUTION NO. 2005-103 PAYMENT OF BILLS was approved as read.

INTERLOCAL & SHARED SERVICES (DuBois)
No business.
ORDINANCE REVIEW & LEGISLATIVE (Ridgway/DuBois)
Committeewoman Hargus announced that a meeting will be scheduled during the week of June 27, 2005 to review the Editorial Analysis as pertains to the Code of the Township of Pittsgrove.
RECREATION & OPEN SPACE (Ridgway/DuBois)
On a motion by Ridgway and seconded by DuBois, the request from the Pittsgrove Township Cub Scout Pack #258 to use Green Branch Park (refreshment stand, restrooms and pavilion) for an end of year picnic on June 11, 2005 from 12:00 noon to 3:00 p.m. was approved.

Committeeman Ridgway thanked volunteers, Committeewoman DuBois and township employees for a successful Pittsgrove Day.
Committeewoman Hargus commented that the company previously authorized to have a skateboard event at Green Branch Park on Sunday, June 19, 2005 is proposing to change the date to Monday, June 20, 2005. She will advise them that the proposed date conflicts with the graduation date for Schalick High School and that another date will have to be selected.
ROADS & TOWNSHIP FACILITIES MAINTENANCE (Ridgway/Voros)
On a motion by Ridgway and seconded by DuBois, the Road Opening Request submitted by Farm-Rite, Inc. for Griers Lane was approved as recommended by the Township Engineer.

SHADE TREE (Martin)
Mayor Voros thanked the Public Works Department for planting flowers at the Veterans Monument.
CORRESPONDENCE
The receipt of correspondence from Joyce S. Guiliano regarding the placement of “School Bus Stop” and “Children at Play” signs was acknowledged by the Township Committee. The Township Clerk is to forward the matter to Salem County officials as Willow Grove Road (Weymouth Road in Vineland) is owned and maintained by Salem County.
AUDIENCE PARTICIPATION
There being no comments from the public, a motion was made by Ridgway and seconded by Hargus to close the audience participation segment.

EXECUTIVE SESSION
On a motion by Ridgway and seconded by Hargus, RESOLUTION NO. 2005-104 RESOLUTION TO AUTHORIZE EXECUTIVE SESSION to discuss pending litigation, contract negotiations, attorney-client privilege and anticipated litigation was approved as read.
Vote: All in favor
Minutes of the Executive Session will be made available for public review with respect to matters involving litigation after said litigation has been resolved and all periods of appeal have expired and with respect to other matters within (90) days.
On a motion by Ridgway and seconded by Hargus, the meeting was reopened to the public.

There being no further business, the meeting was adjourned on a motion by Hargus and seconded by Ridgway.
